Performance contract will speed work: PM

Kathmandu, August 1: Prime Minister KP Sharma Oli Wednesday urged ministers and government officials to make their subordinates clean, transparent and vibrant to derive expected results from their work.
Prime Minister Oli made this appeal while speaking at a function organised for the presentation of annual work plan of fiscal year 2019/20 and performance contract signing ceremony at Singha Durbar today.
On the occasion, Prime Minister Oli signed work performance contract with ministers for the current fiscal year 2019/20.
“Let’s make a formula of not losing image in the eyes of juniors to end corruption and apply the virtue. One can work well if he/she became able to save their image with their juniors,” the Prime Minister said.
Prime Minister Oli directed ministers and secretaries to speed up their work to in tune with the objective of introducing the fiscal budget one and a half months ahead of every new fiscal year. The provision of introducing budget in ‘Jesth 15’ was introduced with the objective of starting its implementation from the month of Shrawan by approving budget by the end of Ashar, he said.
“If the trend of honouring contract in development work in the eighth month of the fiscal year continued as before, the rainy season arrives during the time of implementation. This trend should break. Time should not be wasted,” the Prime Minister said.
Prime Minister Oli said that the signing of work performance contract with all ministers will support the drive to speed work of the government. “There has been work performance contract between me and ministers. Similar types of contracts signing will also take place between ministers and respective secretaries. I believe it will help to speed up work,” the Prime Minister said.
The government is moving ahead strongly against corrupt people; he said adding that cases had been filed against them with the strong commitment of taking action against the guilty ones.
Hinting at the opposition parties regarding the obstruction in the parliament, Prime Minister Oli said that the government would not stop in its endeavor despite attempts to create obstructions.
“The attempts to stop us from doing well and make us fail will not be accepted,” the Prime Minister said. The government was committed to protect democracy and make it more advanced, he added.
He said that the government is very responsible to the people, who have given a majority to our party for stability and development in the country. Administration experts have appreciated the signing of performance contract by the government to ministers and secretaries to make administration people and result oriented.
Administrative expert Kashi Raj Dahal said that it would make the administration transparent, responsible, and scientific and result oriented.He stressed on directly linking the promotion of civil servants to the performance contract to produce expected results from the government’s functions. He said that this was very essential to improve Nepal’s administration.
Similarly, chairman of Nepal Law Commission Madhav Poudel said that periodic evaluation of the work performance contract would give a good result.
He said that the performance contract would be an effective tool to complete development project in stipulated time and promote good governance.
